On July 29, "KOSMOS" LLC took part in a Joint meeting of the Committee of the RF CCI on natural resources and ecology and the Working group "environmental Protection" of the Public Council under the Ministry of natural resources and ecology of the Russian Federation "BAT and development of environmental technologies". The meeting was devoted to the development and updating of BAT reference books as a basis for greening industrial development, as well as the procedure for developing, reviewing and updating BAT reference books in the Russian Federation. On July 29, 2020, we invite you to participate in a joint meeting Of the CCI Committee on natural resources and ecology, the Committee of the Moscow CCI and the Working group "Environmental protection" of the Public Council under the Ministry of natural resources and ecology of the Russian Federation on the topic "Best available technologies and development of environmental technologies".

The implementation of the Federal project "Introduction of the best available technologies" is intended to contribute to the greening of the Russian industry and increase its competitiveness. For this purpose, only the national project "Ecology" provides for attracting funds from the Federal budget in the amount of more than 27 billion rubles. In addition to direct investment, there is also other state support for enterprises implementing BAT – tax incentives, exemption from payment for negative impact, and others.

As formed and implemented by the Russian agenda in the field of BAT? Does Russia have a chance to become a participant in the formation of the rules of the new "green" world, and why is it still in the role of catching up? What challenges and barriers do regulators and market participants see as most relevant and solutions are most in demand?

A joint meeting of the Committees was held

On July 10, a joint meeting of the RF CCI Committee on environmental management and ecology and the environmental Committee of the Assembly of peoples of Eurasia was held on the topic: "National legislation for regulating greenhouse gas emissions and creating a carbon market. Status, problems and prospects".

Currently, there are prerequisites for using the "carbon footprint" in the EU to introduce new conditions and restrictions on the work of exporters in the European market. In March 2020, a Roadmap was published "Сarbon border adjustment mechanism" (CBA), according to which a new program for introducing payments for cross-border carbon leaks is being prepared, with the financial burden shifting to exporters of products with more carbon-intensive products. This will directly affect not only the largest Russian manufacturers that supply their products to the EU markets, but also the entire chain of their suppliers, which will require a global review of not only the country's external, but also its internal economic strategy.

It is necessary to develop a national response strategy and develop tools to support Russian exporters, it is possible to create a formal structure (national trust Fund) to unite the efforts of all interested companies, develop amendments to existing legislation and consult with our economic partners within the framework of the international associations of the EEU, SCO and BRICS to form a joint balanced position for negotiations with the EU.
