On July 10, a joint meeting of the RF CCI Committee on environmental management and ecology and the environmental Committee of the Assembly of peoples of Eurasia was held on the topic: "National legislation for regulating greenhouse gas emissions and creating a carbon market. Status, problems and prospects".
Currently, there are prerequisites for using the "carbon footprint" in the EU to introduce new conditions and restrictions on the work of exporters in the European market. In March 2020, a Roadmap was published "Сarbon border adjustment mechanism" (CBA), according to which a new program for introducing payments for cross-border carbon leaks is being prepared, with the financial burden shifting to exporters of products with more carbon-intensive products. This will directly affect not only the largest Russian manufacturers that supply their products to the EU markets, but also the entire chain of their suppliers, which will require a global review of not only the country's external, but also its internal economic strategy.
It is necessary to develop a national response strategy and develop tools to support Russian exporters, it is possible to create a formal structure (national trust Fund) to unite the efforts of all interested companies, develop amendments to existing legislation and consult with our economic partners within the framework of the international associations of the EEU, SCO and BRICS to form a joint balanced position for negotiations with the EU.
For full consideration of the issue at the meeting attended by representatives of the Ministry of economic development, the Ministry of energy of Russia, Ministry of Russia, the Russian foreign Ministry, the Eurasian development Bank, the relevant committees of the Federation Council and State Duma of the Assembly of peoples of Eurasia, large industrial enterprises-exporters, and independent experts.
